Europe COVID 19 Flight Restrictions

Detailed intelligence available. – This is just a reminder that this operational update provides a summary overview to help you assess if entry is feasible. It does not provide details on pre-arrival testing requirements, forms, and other common requirements for entry that are not major blockers for most trips.
Information provided below is for vaccinated travelers, which generally have the fewest restrictions to navigate.

- Our FBOs and ground handling offices in Ireland, UK, France, Greece, Italy, Spain and Turkey are all open and supporting missions.
- Reopen Europe has improved its online tool for helping you assess entry requirements into the EU based on your trip scenario.
- European countries that are accessible, without quarantine, to fully-vaccinated passengers from the U.S. and other countries include:
- Albania – Open. Health screening upon arrival.
- Austria – Open. See entry details online.
- Belarus – Travel may be impacted by Russia-Ukraine war. Consult with us prior to any planned mission.
- Belgium – Open. See details online.
- Bosnia and Herzegovina – Open.
- Bulgaria – Open. Must have a valid EU digital COVID certificate for vaccination or recovery.
- Croatia – Open. Test on arrival required. Our Universal Aviation offices in Italy are helping coordinate arrangements to enter Croatia for customers.
- Cyprus – Open.
- Czech Republic – Open.
- Denmark – Open See detailed entry requirements. (Note: Captcha required to access site.)
- Estonia – Open.
- Finland – Open.
- France – Open.
- Universal Aviation France can help non-EU citizens/residents (crew and pax), vaccinated with either Pfizer or Moderna, apply for an EU Digital Health Pass, which is good for all of Europe. The service is being offered for any flight we’re managing within France.
- France requires that passengers on domestic legs provide proof of vaccination, recovery, or a negative PCR test. In addition, crew are required to provide this. This does not change active crew health entry requirements for international ops into France; just domestic legs in country.
- Germany – Open.
- Greece – Open. All arrivals subject to random rapid tests upon arrival. Our FBO ground support offices in Greece are ready to support you.
- Greenland – Open with prior permission.
- Hungary – Open.
- Iceland – No restrictions, whether vaccinated or not. Full details online.
- Ireland – Lifted all COVID restrictions. Our Universal Aviation offices in Dublin and Shannon can assist.
- U.S. CBP Preclearance is open at Shannon/EINN for GA. Read our blog for details and ops procedures.
- Italy – Open. Universal Aviation Italy is ready to support your missions.
- Kosovo – Open.
- Latvia – Open.
- Lithuania– Open.
- Luxembourg – Open.
- Macedonia – Open.
- Malta – Open.
- Moldova – Travel is impacted by Russia-Ukraine war. Consult with us prior to any planned mission.
- Montenegro – Open. Aircraft disinfection required.
- Netherlands – Open.
- Norway – Open.
- Poland – Open. Has removed all COVID-19 restrictions.
- Portugal – Open.
- Romania – Open. Has lifted all international and domestic COVID-19 restrictions.
- Russia – Conflict zone. Heavily restricted for most operators for both overflight and entry.
- Serbia – Open. Aircraft disinfection required.
- Slovak Republic – Immunized business travelers with acceptable reason for business can be exempted from quarantine. Travelers from the EU and Schengen region are not required to test or quarantine with proof of vaccine. Travelers from Red countries (including USA) can end their quarantine with a negative PCR test on the fifth day of quarantine.
- Slovenia – Open. Has removed all COVID restrictions. See website for details.
- Spain – Open. Universal Aviation Spain can assist.
- Sweden – Open.
- Switzerland – Open.
- Turkey – Open. Our Universal Aviation office in Turkey can provide assistance.
- Ukraine – Active conflict zone. Heavily restricted for most operators for both overflight and entry.
- UK – Open. Dropped its remaining COVID travel restrictions on March 18. Universal Aviation London-Northolt and Universal Aviation London-Stansted are ready to assist.
- RAF London Northolt will be available on weekends starting June 1st. The airport’s new weekend hours Saturday: 0800 – 1500 and Sunday: 1200 – 1900. RAF Northolt is already a popular airport for accessing the city because of its location. It’s the closest GA-friendly airport to central London and its many cultural attractions and events that are popular with GA travelers (like Hyde Park, Fashion Week, etc.). It’s close to many of London’s stadiums that host major international sporting events, including Wembley (14 km), Twickenham (18km), Wimbledon (25 km), Emirates Stadium (27 km), and Tottenham (30 km).
